
Carmen Boon is the Vice President for Public Affairs at Food Bank For NYC, the city’s largest hunger-relief organization, where she leads integrated government relations, policy advocacy, and public–private partnerships to advance food security at scale. A senior external affairs executive, Carmen is recognized for translating complex policy environments into measurable outcomes—securing public funding, strengthening cross-sector coalitions, and expanding access to essential services for communities most in need.
Previously, Carmen spent 15 years in the New York City government, holding senior leadership roles across some of the nation’s largest municipal agencies, including NYC Health + Hospitals, NYC Commission on Human Rights, NYC Department of Worker and Consumer Protection, and NYC Department of Social Services. As a member of the City’s senior press and communications corps, she led high-stakes public affairs and crisis communications during Hurricane Sandy, the Great Recession, the #MeToo movement, the COVID-19 pandemic, and other moments of significant institutional and social disruption. Earlier in her career, she served as communications lead at the Venezuelan Consulate and Mission to the United Nations.
Across sectors, Carmen’s work has consistently balanced rapid response with trust-building, data-informed strategy, and multilingual, multicultural outreach. A Fulbright alum, she serves on the board of the Fulbright Association Greater New York Chapter, advancing international education, civic engagement, and leadership development. Her work has been recognized by PRWeek, the Shorty Awards, Univision/Televisa, and other national organizations. She holds a master’s degree in Media Studies from The New School and a journalism degree from Universidad Católica Andrés Bello.
